The second aim is to encourage the user to do just that, guide them trhough the website to what you (and they) are there for.
This all seems really simple doesn't it, but you'd be surprised how many websites don't manage to achieve either of these aims. Good website design is always targeted at your audience. Sometimes this means we will disagree with you about what you want to put on the website. The customer is always right - in our case the customers are your customers and we wouldn't be doing our job if we didn't work to make the website what they need it to be..
